ONLY IN FLORIDA: POLICE CAPTAIN ARRESTED FOR SEXUAL CONDUCT TOWARD 15-YEAR-OLD GIRL

In January, some time after school, an unnamed 15-year-old girl and her equally unnamed 19-year-old male friend were sitting in a car behind a building in a business complex in Miramar. While patrolling, Captain Juan de la Rios noticed their vehicle sitting there, so he approached the vehicle. He asked them to roll the window down, so he could ask what they were doing. During the conversation, he asked the fully dressed teens if they were having sex.

The girl quickly told the Captain that they were just talking, and that there was no fooling around going on. Unconvinced, the Captain told her that he would "have to check". When she asked him what was there to check, he told her that he needed to "see inside".

He ordered the girl to take all of her clothes off and proceeded to "inspect" her between the legs. While inspecting, Cap told the girl, " I need you to open your legs up wider". He then took his flashlight and molested her a little closer. After that, he fondled her breasts a bit to "check for bruises".

When he finished, he gave the 19-year-old his license back and told the two to go home.

The teens didn't tell anyone at first, but the girl eventually told her older sister, who in turn told their mother. When police asked the girl who did it, she told them that she didn't remember his name, but she knew that this officer had a gold badge and his name started with an "r". She also told them that she could ID him easily if she saw his face. She could never forget his face.

The police had been investigating the incident since January, rounding up nearby surveillance tapes and inspecting the clothes she had on that day. After compiling enough information to support the girl's claim, a warrant was issued for the Captain. He turned himself in on Friday, and was held on $30,000 bond which he immediately paid. He is now suspended without pay and faces up to 15 years in prison and up to a $10,000 fine.

I know the Cap was 100% wrong in how he handled the situation, but I still wonder what a 15 and 19-year old was doing in the back seat of a car behind a building.
